1. National Government level

The national government level is the mother of all the levels. This is where decisions regarding the services for the whole South African country are made and legislated. On the national level, the interests of the South African people are addressed through:

  • Providing defence for the country,
  • Representing South Africa on the international level and interests in foreign affairs,
  • Providing water and preserving the environment,
  • Equiping the nation with science and technology skills and services,
  • Regulate international trades
  • Managing the mineral and energy resources for the country,
  • Home affairs and public service and administration,
  • Providing education to the nation,
  • Providing adequate housing to the nation,
  • Providing health infrastructure and deciding on the matters that concern the health of the country

2. Provincial Government Level

The provincial government level of service delivery focuses on provincial matters, and not necessarily national matters. On the provincial level, the interests of the South African people are addressed through:

  • Economic development in the provinces – encouraging business activities and supporting small businesses,
  • Boosting tourism in the province – tourist attractions and creating jobs
  • Providing houses in the province – building RDP houses
  • Providing education to the people in the province – building schools and library
  • Health – building hospitals and clinics
  • Providing Transport services -ensure people can travel within, as well as in and out of the province: building roads, providing public transport (busses and trains)
  • Encouraging sport and recreation activities, as well as supporting art and culture activities in the province

3. Local Government Level

The local government level of service delivery focuses on local matters, and not necessarily provincial matters. On the local level, the interests of the South African people are addressed through:

  • Electricity delivery
  • Water for household use
  • Sewage and sanitation
  • Storm water systems
  • Refuse removal
  • Fire fighting services
  • Municipal health services
  • Decisions around land use
  • Municipal roads
  • Municipal public transport
  • Street trading
  • Abattoirs and fresh food markets
  • Parks and recreational areas
  • Libraries and other facilities
  • Local tourism
